England 's navy is invincible, so there's no way to ever knock them out. Their amphibious abilities means you're always playing cat and mouse and rarely engaging. Defeated nations always bounce back with a fully prepared army or two and the Allies seem to have tactical abilities (stacking, etc) that you don't.

It's good on strategic level but really shines on tactical (battles) level. It can be challenging but is never unfair. Battles can change rapidly from "I've got this" to "Now I'm ♥♥♥♥♥♥" and back to "I've got this" in a minutes.
