Just installed the demo of Tiny Glade, a small meditative castle builder game developed by Pounce Light (super talented game developers Anastasia Opara and Tomasz Stachowiak). If you've played Townscaper this game is kind of like that.

In the past I would have said "because I need to make money from it and people expect a game", but since things like Townscaper have proven that wrong, I think some kind of toy could be a viable direction. I really like puzzles tho so I'll try that first :)
