You collect resources, repair buildings and roads, and remove debris. You also rescue the residents that are blocked in, stranded or in the water. I also had "help" windows pop up in the middle blocking my view on some levels which made it a bit harder since they would not disappear. Trials of Hercules (if I remember the name right) series is much better than this.

In many levels, you have to demolish the old building and replace it with the new type very quickly if you want to earn three stars. The time limits of some levels are tighter than most level.
