Hostile Waters, released as Hostile Waters: Antaeus Rising in North America, is a 2001 hybrid vehicle and strategy game developed and published by Rage Software for Microsoft Windows. It was inspired by Carrier Command (1988). The game won several awards and one unofficial award from Rock Paper Shotgun as a "lost classic" or "the best game you've never played". In the near future, the invention of nanotech promises a scarcity-free future. So the world's entire ruling class goes to war against their own people to maintain control. Now it feels prescient.

Incidentally, the review in Edge magazine was alongside such belters as Gigawing 2, Metal Slug X, Severance, Hostile Waters, Onimusha and Phantasy Star Online. Not the best review but maybe the stiff competition didn't help.
