CivCity: Rome is a city building strategy game by Firefly Studios and Firaxis Games. It includes elements from two game series, Caesar and Civilization. The player manages various cities of the Roman Empire by strategic placement of buildings. BUT... if you start the game up, change graphics to the lowest, exit, restart and change the graphics back it fixes the problem. a little annoying but only takes a second, hope this helps others because it took a while to find it and seems noone has the solution up 9/10 for an old classic

There is no permanent solution, and there is no guarantee that you can fix it. 8/10 times you will be forced to restart a level entirely, which can mean hours of time lost on later campaign levels.
