But holy space balls all the bloody tutorial popups that you have to constantly click through every single round. There's an option to turn some of them off in the menu but even if you fully turn them off you still get 15-20 popups with very basic info that stops the game until you close them. Between the focus of the game (stabilizing a region rather than conquering it), the connection to real-world politics, and the uniqueness of having to corner your enemies rather than just be stronger than them places it high on my list of games. I have been playing this for years and it never ceases to maintain its draw, especially with the release of new scenarios and constant weekly challenges. Highly recommend.

You build a school and the locals protest because they wanted a mall. You bring in foreign soldiers to help and they immediately start asking when their flight home is.
