When you call emergency services, your coordinates are relayed automatically or can be tracked, so you don’t need to figure out the exact location yourself. Also the quality of the levels deteriorates over time, not in the environment art per se, but in the level of storytelling and interesting scenarios. There are situations where you are smarter than a dispatcher (job based training in EMS/Fire/Medical), but most of the time you are supposed to follow their linear instructions and the only "free form" is how to check on victims. In real life you would call EMS (911 or 112 depending on US or EU), and tell them everything you see and they would ping your cell and go from there.…

It has enough scenarios with enough variety in how to resolve them that it's good for a couple hours of entertainment. The videos of the crash at the end of each level are quality. It shows you all the key tasks like securing the accident site, giving first aid and being the hero in need.
