The only appeal is dealing with the infrastructure of a city you build, not the city itself. You won't be creating an "extrasolar efficiency utopia from scratch", you will be following a very linear path and dealing with the headaches of planning. You will spend far more time coercing systems to work rather than actually BUILDING those systems.

You can't really loose a game unless you muff up at the begining, but it drives a player to optimise their road structure patterns. The terrain twenty meters over shifted, and it broke a different road connection. Connect a building via pipe? Nah, didn't work, do it again. Everything running fine? Your traffic moves in a very dumb way, so until you get better traffic options you have build slowly and let game run in a background to gather science for better roads. Else those cars stand and wait for hours to let 1 car pass, and that is not great. I got it for 5 Euros, so value / time is kinda there, but there are sure better competitors out there. I love the art style and the performance is really good but it becomes unplayable towards endgame because it causes huge RAM leaks (jumping from 7Gb to everything I have (30Gb) in a few seconds). Traffic is the biggest problem with this game so you won't be able to make one gigantic megacity that has everything. It has to be a network of various blocks connected in such a way that traffic won't interfere with other traffic. It's a fun time waster for city building, but I wish I could make the city I wanted instead of what was required.

You will leave the game running for hours with nothing to do but wait. So you try to scale up production but that won't work as the game start to slow down when you build that much. Try to build a mega city for the achievement, and even if you can sort out the road limitations the games fast speed is a fraction of normal speed.
