Let's face facts--Ubisoft lost a combined total of $500-600 million on their last two (assassin genre) games (Skull and Bones & Assassin's Creed Shadows). Because of its age, it doesn't run well on new processors or graphics cards. First fix would be to download process lasso. When you start the game find the ac4 process in the process lasso program and disable hyperthreading and make sure it only uses physical cores. That will fix the stuttering, frame drops and crashes.
