Saving ends all abilities (reputation and resources etc) and makes events dissaper. Some of the conversations are just hard to understand with bad grammar. If the game thinks that your decision to kill or arrest someone was without enough evidence or rash you will get your resources removed by a country. Sometimes this would happen when for no reason.
